San Francisco shuts down indoor dining and pauses plans to reopen high schools after reporting an alarming spike in coronavirus cases, including a 250% jump since Oct. 2. San Francisco’s announcement comes as 11 California counties, including Contra Costa and Santa Cruz, are bumped back to more restrictive tiers in the state’s pandemic reopening plan.
